Our friend journalist Mark Ebner has come through for us once again.

This time, he sent over a fascinating document that we’d never seen before. It really captures a particular time in Scientology history, and memorializes a Scientologist rebellion against David Miscavige that even predated his takeover as supreme leader after the death of L. Ron Hubbard in 1986!

Here’s what Mark could tell us about the document…

 
The document reads like a digest of the state of Scientology at the time often re-capped on alt.religion.scientology in the 90s. Names and incidents are familiar, but I’ve never seen it laid out like this in an internally circulated letter.

My source was studying Scientology at the Org in Manhattan as a public on summer break from college in ’83. His handlers pushed back when he told them he was going back to college in the fall, so he said, “Fuck it, I’m outta here,” and grabbed the attached document off an unattended administrative table before walking out for the last time. He’s held on to it since, until he thought of me, and I thought of you.

I ran the doc by Mike Rinder, who ran it by Jon Atack. Here are Atack’s thoughts:

“The Scn Coup was sent out a few months before I left. A small group had formed, but they were afraid to name themselves (for some strange reason!). Ron Lawley, Steve Bisbey, Morag Bellmaine, John Mace and Bevan Preece were probably involved. When John went home to Australia that October I was given the dubious distinction of becoming the Chairman of the OT Committee UK (I was the only member, and had no idea that the title had been conferred by the crazy Captain Bill), and so began a 16-year wild ride.”

Somewhere in England
June 1983

Hello. This is a letter from a Scientologist to friends — other Scientologists, on staff and in the field. It is to let you know about some things going on in Scientology about which you have either been kept unaware or else given some false and inadequate explanation.

This letter contains bad news. Scientology is in grave trouble, so the news may be startling or shocking. You might be told this is entheta and intended to enturbulate. Not true. It is more like someone shouting to tell you your house is on fire. Certainly it might be bad news and enturbulate you, but a lot less than you’ll be enturbulated if you sit around and let the situation get worse. To balance things up a bit I also have some good news, and solutions to the problems, based on LRH tech. You have a right to know what’s going on. If you are told, or feel, you should hand this letter in to someone, at least read it first and form your own opinion.

It is true that it is a bit covert to leave out my name and address. The reason for that action will become clear as you read the letter.

Here are some facts. You may have heard some of these, or rumours of them, but it’s unlikely you’ve been given the whole picture:

THE FACTS
Since September 1982, at least 800 Scientologists have been declared SP (Suppressive Person) some expelled from the Church. These are almost entirely long-time experienced staff members, with technical or administrative experience and training. On 27th January 1983 a Sea Org Executive Directive was circulated to orgs that listed 611 people who had been declared suppressive, around the world. That list was far from complete. There were at least 30 people in the UK alone who were declared by that date, but missed off the list. Since January, many more have been declared. It seems that no one person yet realises how many people have been kicked out. It also seems likely that the number is over 1000 now.

At least 40 of the world’s missions (franchises) have either closed or broken away from the Church of Scientology since last September. This represents about half the missions we had. At least 4 orgs have closed down.

The Guardian’s Office has completely gone. It was dismantled finally in December 1982, the staff either being declared or kicked off staff. Some, who passed the “security checks,” are being used on other posts in orgs.

Operation 4th Dynamic is cancelled. This activity, which was causing so much enthusiasm about getting Scientology disseminated in the field, was stopped by the CMO (Commodore’s Messenger Org). The leaders were declared.

Diana Hubbard has packed it in and left staff. Mary Sue Hubbard is in jail. There is absolutely no evidence that Ron is aware of everything going on in Scn right now. Those who have written to him asking him to prove his presence have been sent a printed undated copy of a letter he wrote to someone, sometime. Requests to him to send a cheap video of himself have been ignored.

Despite whatever briefings are being given, the international stats of Scn are suffering. The important, true stats are not being revealed.

Here are some of the people who have been declared Suppressive in the UK. If you have been in Scn more than a few years you must know some of these people personally:

There are probably quite a few missed out here. One or two of these may have had their declares lifted again, but not more than one or two. You’ll notice that the list includes many of the able Scientologists in the UK, including those who started or ran several of the orgs. Many more such people have simply given up and left staff either because they’d seen enough, or because their husband/wife was declared.

The CMO is insisting that all Scientologists disconnect from any of these people. Because of this a great many more people are in trouble, or held off services, because they refuse to betray friends they know are not SP’s. (Good on them!) Note that in HCO PL 15 November 1968 the practice of disconnection was cancelled by Ron. In 1970’s bulletins he points out it can actually worsen a situation. However, here and on other continents, quite a few people who are weak on certainty, the Code of Honour, or something, have actually disconnected from friends or spouses, without having any evidence of how that person is an SP. Once again, Scientology is actually doing what it’s enemies have always accused it of — splitting families. Despite how much trouble was caused the last time.

Through org magazines (eg: The Auditor) and briefings, we are hearing that the whole purpose at present is to make the application of the tech very very standard, that is to do exactly what Ron says in bulletins and policies. Yet, the entire safe and secure system of justice laid down by Ron is currently being ignored. These declares are being done without any trial of any kind. The people are not confronted with any evidence or accusers (see a dozen PLs in OEC Vol 1 about Comm-Evs). HCO PL 24 Feb 69, JUSTICE, says “This then is the primary breakdown of any justice system — that it acts on false reports, disciplines before substantiation and fails to confront an accused with the report and his accuser before any discipline is assigned, or which does not weigh the value of a person in general against the alleged crime, even when proven.” This PL is being flagrantly ignored. There is no confrontation with evidence. There is no look at the individual’s value or contribution. There is no use of the characteristics of the Social Personality.

What do you think these people are declared for? In most cases it is simply because they asked to leave staff, or objected to what was going on, or slept with the wrong partner. Suppressive? Of course (and Ron points this out) we all have our wrong deeds, overts and out-ethics, no-one is pure white, but to call someone suppressive because he exercises the Creed of a Scientologist and utters his opinion? If you read the Ethics Orders on these individuals you will be left puzzled, wondering “Well, just what did he actually do?” The reason is that the issues do not give evidence or proof. They give exaggerated reports of a few facts, plus some false facts, plus a lot of generalised waffle with LRH quotes that apparently “prove” the person is an SP.

Anyone who is declared SP is entitled by LRH policy to a Comm-Ev. These are not being granted. The requests are ignored. There was one executive at FOLO UK who attempted to arrange Comm-Evs and Reviews for about 40 people who asked for them. Just as they were about to start, this person was removed from post for being “reasonable” on this, and is now off staff. In the last month or so, a couple of “Comm-Evs” have actually been held. These were done in an off-policy way. The committees chosen were not impartial, they looked only at evidence against the person, ignoring anything that might show him to be a social personality, and they did not present the person with their findings. They were more like hanging judges, or phony Russian trials. The majority of the declared people have their communication completely ignored. We have been told the reason for this is that the CMO have circulate a “Blacklist” which names people the org is absolutely not allowed to handle. Even if one of these “SPs” on the blacklist got down on hands and knees, did steps A to E, and begged to be allowed back into the org, they would be ignored.

This is about one fifth of the list of senior tech, admin and field people who’ve been declared that I have in front of me. There are 19 Class XII’s on the planet. At least 8 have been declared, almost half. David Mayo is the man who was picked and personally trained by Ron as Senior C/S International, the overall supervisor of the technology, worldwide. He is now declared SP. What are the implications? The implications are that despite our elaborate screening procedures before someone is allowed services, despite further screening when they join staff or the SO, despite continual close observation by fellow staff over many years, despite all the gains of going up the Bridge to NOTS, and being trained up to Class XII, despite all that, the result is — a hell of a lot of SP’s! I think someone is invalidating the tech by implying that.

You may read in some of the Ethics Orders, like David Mayo’s: “By his own confession…” You don’t have the full picture. In October 1982, 16 of the very top long-term experienced Sea Org management people, all of whom have worked with Ron, were called at once to the secret HQ of CMO in California (called “Int”), for a join Comm-Ev. These included David Mayo, Kerry Gleeson, Allen Buchanen, Jon Horwitz, Jay Hurwitz, Peter Warren, Roger Barnes, Peggy Daroesman. This was at the command of the most senior visible executive in Scn — a boy called David Miscavige. These people were held at Int for 2 months. I have sworn reports that they were locked up in groups. One group, men and women, were held in a toilet, which they had to use in each other’s presence. At first they were given nothing to sleep on but the floor. One by one they were interrogated — a squirrel form of auditing on the meter where they were grilled by 4 people at once. They were asked who was “paying them,” who they were “working for.” The idea was that the CMO had discovered some secret plot at top levels to destroy the Church. They were interrogated to give evidence about the others. They were threatened with prosecution, and also “excommunication” — a new bright idea of Miscavige’s, nothing to do with LRH tech, whereby someone is declared and expelled for all future lifetimes! They were forced to sign confessions of their “crimes.” Now, since everyone has some overts of some kind, they signed “confessions” that were prepared for them, especially since some of them had been held from behind and beaten up and spat on by Miscavige. But the confessions were then altered, then copied and circulated to orgs. Eventually the individuals realised this was not the Scientology they had joined (reading more like a Gestapo diary) and in disgust, half of them walked out. That’s why they were declared. The rest have still not returned to post. I have this as sworn evidence from one of those involved.

Scientology is at present being run by the CMO. The top visible person in charge is David Miscavige, 22 years old. He has no post, but is able to order anyone in Scientology. There is no evidence who gave him this authority. Above him are only 2 other people — Pat and Ann Broeker, but they are never mentioned or seen. They tell us Ron is still well, actively researching and issuing these issues with his name on them, but there is no evidence of this, and the issues show progressively less ARC and more fightingness. Miscavige set up a corporation last year called RTC which absolutely holds the control on Ron’s tech. Miscavige is in charge.

The Church is under attack. In the States there are many legal suits for damages by ex-Scientologists. These are being actively encouraged by one or two of the declared mission holders (probably real SP’s) who are using these individuals’ BPC at not being able to get justice any other way to encourage them to attack the Church in public. This is being reported widely in the media. There is a legal suit by L. Ron Hubbard Junior who claims his father is dead, and that this is being hidden by Miscavige and others so they can embezzle his fortune. In Canada, the orgs have been raided by their equivalent of the Special Branch, who have several disaffected ex-GO people helping them.

In America, Australia, Europe and Africa, splinter groups have set up, and are delivering the full range of Scientology services without any control from the Church. Many people have openly sent resignations to the Church (resigning as members of the Church, not as Scientologists) and joined these splinter groups. The groups make it very clear that they are splinter, not squirrel. A squirrel group is one which takes LRH tech, alters it and mixes it with other practices, then delivers is without any acknowledgment to LRH. A splinter group seeks to deliver fully and only LRH tech, with full acknowledgment, standardness and on-sourceness, not for financial gain, but to the end of an improved society. They are already delivering all services, up to and including Solo NOTS. These are being sold at much lower prices than charged by orgs, since they feel the orgs have taken services out of the reach of 90% of society.

Early in 1983, the CMO placed missionaires on each continent, called Special Units. The reason they gave for their presence was “to clean up the BPC in the field, by cleaning up injustices and incorrect declares.” The Special Unit in the UK was Nancy Nelson and Howard Gutfield. Although they were here from January till mid-June, the amount of BPC has increased and no-one has been cleaned up. What they actually did was collect data on upset people in the field, then force other people to disconnect from them. If they wouldn’t disconnect, people got into trouble themselves. The Special Unit enforced the “backlist” making sure the orgs did not give any justice to the declared people. This Special Unit has just been called back (presumably because they failed to detect the splinter groups which have already started in the UK) and replaced by someone tougher — believed to be called Barbara Ellingham.

There you have it. A very brief rundown on the latest news in Scientology. You won’t have been told much of that in your Auditor mag, or from official channels. Why is it withheld? Who wants it hidden? It’s your group, so you’ve got a right to know. The official explanation for all this is that there is a secret plot to destroy Scientology and all these declared people are in it. Rubbish! Pick someone on the list that you know personally, go and see them. Find out for yourself how suppressive they are. See if you can discover any “plot.” The truth is that any actions taken in the field have been in response to crazy actions from the CMO and org terminals acting under CMO orders.

There is a great deal more information you should have on this situation. This is being got out to you in a rush. WHY IS THIS HAPPENING?
I can’t tell you exactly yet. You can help by supplying any information you have that throws more light on the situation. The more information we have, the more we can understand what we are looking at.

Some people believe it’s just not happening. Even when you show them the facts, they choose to ignore them, keep their eyes closed and disbelieve it. Close to this is the group of people who believe it’s all an unfortunate accident, a co-incidence of different mistakes. They believe, since all previous crazy periods in Scn were found and put right by RON, that they just need to wait and it will all clean itself up. Both of these are pretty low-tone viewpoints. Ron says the confront of evil is the lowest confront there is in our society. Some people refuse to believe there’s a killer about until they’re shot themselves. Remember the black panther in Dianetics? Maybe it will go away!

Some people believe no-one is deliberately stirring this up, it is a dramatization of some group engram. Both sides are just reacting to each other, going wild like a husband-wife squabble. They reckon that each side believes it is right and the other is evil, but both are misguided, like two good friends at each other’s throats due to a misunderstanding.

Some people, perhaps more than any other group, believe it is deliberate. If this were true, it would be hard to confront. No-one likes the idea that their route out of the miseries of this universe is being tampered with at the very top. It rocks your stable data. These people believe that all the data points to someone outside the Church who is in close contact with Miscavige or others at the very top inside the Church. They believe that this Third Party is deliberately misleading Miscavige and the others into believing there is a great threat in the field that must be crushed at all costs, and by whatever means. The more savage actions the CMO take, and the more protest there is from the field in response, the happier this Third Party is. The law in USA is that if a company is being run badly, with incompetent directors or causing a public nuisance, then government agencies can step in, replace the directors with their own people and either close down the company or run it themselves. The Church is now a US company.

I am sorry to say that I believe the last explanation, that the current scene in Scientology is caused deliberately by a Third Party at or near the top. More data from people who have been in contact with those at the top will eventually give us certain proof of the true explanation.

HOW DOES THIS AFFECT YOU?
First, if you believe even some of the data above, you’re likely to feel enturbulated. You’d be very OT if you didn’t. That doesn’t mean I shouldn’t have sent it to you. You’d like to know if your house was on fire, even thought it is enturbulative. Just throwing the letter away, handing it into the org, or getting some other explanation for these facts won’t work either. Per Keeping Scientology Working, it’s your business now. You’ll only really get rid of the enturbulation by deciding on an effective course of action for yourself, and getting going on it.

The chances are that some of your friends or associates have been declared SP. You’ll be encouraged to disconnect from them, throw them out if they are lodgers, walk past them on the street, etc. That would be fair enough if you knew with certainty that after the full process of Scientology justice, the evidence had proven them suppressive beyond a doubt. If not, you are going to feel guilty about ignoring your friends. You’ll be breaking the Code of Honour on several points. You’ll be adding to the enturbulation of your friend, who is already enturbulated enough at being thrown out of the group he’s contributed to for years, as a “bad guy.”

If you won’t disconnect, you’ll probably be threatened with declare or similar heavy action against yourself. Just realise this: If you go against what you know to be true, you’ll not make much case progress anyway. And there are many other good people declared or cut off, so you won’t be alone.

The natural tendency when you are declared is to withdraw your comm-lines. You don’t want to get other people into trouble. You don’t want to associate with other “SPs” in case that worsens your chances of getting your own scene handled. This was OK for the first few weeks, when you thought you’d soon get justice, but now it’s a joke. Justice isn’t coming. Ron says you’re as alive as you can communicate. Don’t let anyone “divide and conquer.” Get your comm-lines out and keep them open. Flourish and prosper. If you withdrew your comm-lines, you grant beingness to the idea that you are an SP, you start treating yourself like one. This goes for anyone who stops communicating to a declared friend. Whatever they might think they’re doing, like “staying out of trouble,” they are actually treating their friend as an SP, and making it right.

You’ll find that you are scared to discuss these things with anyone else. You don’t know where they stand. They might run off and report you for spreading disaffection, then you’ll get declared. Don’t fall for this. Ron says the solution is more communication, and more communication. Communicate. Ask questions. Tell other people what you know to be true. Find out what they know. Let us know any useful information you get. I don’t just mean communicate furtively with other people who might agree with you. I mean communicate openly and a lot with everyone, people on lines, staff in the orgs, letters to top management, even to Special Unit CMO missionaires (Phone number East Grinstead 23494 should give you a direct line to them). By communicating we’ll increase ARC, and understanding of what’s going on.

WHAT LRH TECH APPLIES HERE?
There is obviously a vast amount of Ron’s tech that needs to be used in this situation. Ron even predicted that something like this could happen.

One thing you must read, in its entirety, is Ron’s Essay On Management. This is the very basic tech on which he built the whole organization and policy. You’ll find it in OEC Volume 7 page 243. You must read it, since Ron describes exactly how a scene like this can come about, and tells you what must be done about it. If it is impossible to get hold of an OEC Vol 7, you’ll find a lot of the essay in the book, “How To Live Though An Executive.” I would quote the whole article here if time and money permitted, it is so vital that you read it. Read it! (It is also printed in full in Volume 1 of the Tech Volumes)

Here are just a few quotes: “Any management of anything can raise tone and efficiency by establishing and maintaining zealously, as a sacred trust, comm lines through all the group and from outside the group into the group and from in the group outside the group”

“A true group must have a management which deals in affinity, reality and communication and any group is totally within its rights, when a full and reasonable examination discloses management in fault of perverting or cutting ARC, of slaughtering, exiling or suspending that management. ARC is sacred.”

“Authoritarian power, held by breaking or perverting ARC, enforced by punishment drive, brings to management certain destruction and brings to the group reduced efficiency or death.” Remember we’re not talking here about inside the org, something you can just watch as an interested spectator. It’s your group, you’re part of it!

Among those things that Ron says a good group must do, are: “Choose for its posts of trust high Theta personnel who plan creatively and constructively in expanding terms rather than “emergency” terms. Keep out of office the death-talkers who pervert or selectively censor communications or cut lines to gain power, who postulate opportunistic but dire realities and who, perverting affinity, have no love for Man.”

“Hook up an abundance of communication lines to fill their various needs, keep the comms terse, keep the comms wholly honest and drop no curtains between the organization and the public about anything.”

“A primary function of management is the discovery and publication, in the briefest form that will admit the whole force of the data, the reality of all existing circumstances, situations and personnel. A management which will hide data, even in the hope of sparing someone’s feelings, is operating toward a decline of that group.”

You must read the whole article, and align it to what is happening now.

The Third Party law should be used. When you hear bad of someone, you should ask for specific data and the source of the data. Best thing is to confront the person who is accused and ask for his side of the story. I doubt whether you will find his side of the story in an ethics order!

I won’t go into this at length, since it already fills several books, but you must use Ron’s data on free communication. Realise that this is the basic on which all of Scn is built. It is our main tool. All results obtained in Scn are obtained through Comm. So, communicate freely, with whoever you like, about whatever you like. See the Code of Honour and the Creed of a Scientologist: “We of the Church believe that all men have inalienable rights to think freely, to talk freely, to write freely their own opinions and to counter or utter or write upon the opinions of others.”

LRH tech on Missed Withholds applies to this situation. If you, and others start asking questions about this data, and you’re not given a full and honest answer then you might create a missed withhold. Say you ask about the “blacklist” and are told it doesn’t exist. You know what someone does when they have a Missed Withhold. They attack. So, if you miss a withhold, be prepared to be attacked. Get the withhold! Realise that over all the years, no matter how many mistakes have been made by org staff in the name of the org, there have been very few public admissions to the field that these mistakes were made, or apologies. So if you consider the org and the field as 2 terminals, the org has a great many overts on the field that have never been confronted. (I know. I was on staff a long time, and made some of these mistakes.)

Remember also what Ron says about the Hidden Data Line. There is none. Yet you might hear some strange new pieces of tech that emanate from the CMO, that can’t be backed up by anything from Ron. Such as “excommunication.” Such as using “disconnection.” Such as the datum that there are actually 20% of the population are SP’s, such as the idea that a person who has been social for many years can suddenly “become” or “turn into” an SP. Such as the unwritten policy that anyone who wants to leave staff must either go to the RPF or be declared SP. Watch out for these interesting new policies. How come you can’t read them? And even if they do come out now with Ron’s name at the bottom, how do you know that’s authentic? We’ve been fooled before.

One other piece of tech you should thoroughly refresh yourself with is the Code of Honour. You could trust this to be your stable datum throughout this confusion. Here’s what Ron says (tape5202C18A):
“NEVER DESERT A COMRADE IN NEED, IN DANGER OR IN TROUBLE. Just never do that. It is not only non-survival for comrades, it is very non-survival for you.”
“NEVER DISPARAGE YOURSELF OR MINIMISE YOUR STRENGTH OR POWER”
“NEVER COMPROMISE WITH YOUR OWN REALITY. If you think its real its real. Do not ever compromise with it.”
“NEVER PERMIT YOUR AFFINITY TO BE ALLOYED. In other words, never permit a feeling of affection you have to be tampered with by someone else. You can tamper with it if you want to but don’t let someone else come along and tell you that “the reason why you shouldn’t like Jones is because…” and tell you a lot of things about Jones.”
“BE YOUR OWN ADVISOR, KEEP YOUR OWN COUNSEL AND SELECT YOUR OWN DECISIONS.”
“The proof of this code is that every time and every place it has been violated is an aberration for the individual.”

AND you go on using all the other tech you know, fully and freely. Don’t let anybody tell you that it’s only for use inside an org. That’s rubbish. Ron meant it for use in all of life.

SOLUTIONS
There are two main opinions about what should be done. Some people believe that by setting up splinter groups to deliver Scn at fair prices, they will break that monopoly that the current abberrated management have. Their intention is to force the orgs to come straight using the rules of free enterprise. People will buy from wherever they get the best service at the fairest price. This forces other sellers to improve their own service and pricing structure. The splinter groups say their intention is to deliver totally standard LRH tech. They already have all the materials and all the necessary auditors, supervisors and C/Ses to deliver up to Solo NOTS. There are about 20 splinter groups in USA. There are several in Britain. The RTC, who are determined to drag Scn’s name publicly through the mud, have taken out legal suits based on copyright law on all such groups they know of, attempting to get the courts to withdraw their rights to deliver the tech. It has been reported that the first such case has been lost in USA, since the judge ruled it would be removing people’s religious freedoms and allowing someone to have a monopoly on belief. The splinter groups say it is not their intention to have a fragmented religion, but that as soon as the Church comes to its senses and corrects the craziness it is currently engaging in, they will gladly rejoin, and be one united team again. Certainly, for an individual in the UK with an average salary, it seems the only way you are likely to pay your way up the Bridge at present is through one of these splinter groups.

The other solution presented is that of trying to get the org straightened out. We know that the staffs are not bad people. We have worked with them. We know that right now they are in fear. They cannot utter their opinion for fear of what will be done to them. So they go along with the craziness around them. They are being given a false explanation about what is going on, but mostly the data you have here is just being totally withheld from them. Perhaps if they are told exactly what is going on, and their courage level can be brought up a bit, they will refuse to carry on following the insane orders they are receiving. Perhaps if they really follow the Code of Honour they will see that the truth, and standing up for what is right is actually more important than looking after their own skins. They must realize that “divide and conquer” applies. As long as individuals are kept in fear, worrying about their own skins, they can be dominated and misled by a much smaller number (ask 6 million thetans who were Jews in Europe in the 30’s and 40’s). This solution involves gathering and publishing as much information as possible, finding out who is actually behind all this, and finding out data about them that can be used to stop them. Many people have a little bit of data applying to this scene. If it was all put together, the handling might be a lot faster. Most of the best data would be held by people still on staff, and they would need to have the courage to let us know what they know.

I believe that both of these solutions are quite valid, and they can both be worked on at the same time. My attitude is to trust the basic goodness of real Scientologists. I just want to circulate as much data as widely as possible and let individuals decide for themselves what it is right for them to do. Whatever you do, don’t do nothing. It won’t right itself. Not this time. And Ron isn’t sitting on the side like the 5th cavalry, ready to ride in and save the day, as he always did before.

WHAT SHOULD YOU DO?

I can’t force this on you, but here is what I recommend that you do:

Don’t disconnect. Your friends are your friends and if you know they are not SP, you must refuse to treat them as such. Find out their side of the story. Insist that they be given proper justice. If you find an org that absolutely refuses to use Ron’s ethics and justice PL’s I would advise not supporting it with your money or help, since Ron says if you can’t get ethics in, you can’t get tech in.

Hold the Code of Honour as your stable datum. You may collect a few ethics orders on yourself, but you’ll be able to hold your head up.

If you feel you absolutely must report someone you know to the org ethics officer, at least have the decency to send them a copy of it, as Ron lays down in policy. Don’t be covert. If you’ve the courage to turn a friend in, have the courage to let him know it is you who is doing it.

ASK QUESTIONS. If you doubt any of the data in this letter, ask for evidence. Ask org terminals for explanations of their actions. Ask the Special Unit what it is here for (Phone East Grinstead 23494 or 24571). Ask them what good they have actually done. Ask them why justice procedures are not being allowed. Whoever you meet, ask them what they know about the scene. Tell them what you know. Communicate with anyone. The main comm-lines that must be opened up are between the org staff and the field, between field and field and between staff and staff. Don’t be afraid, communicate! We discovered recently that one of the Special Unit missionaires did not even know the correct command structure at the top of the Church (either he didn’t know or was lying). Feel free to ask for the names of the people running things, and what technical or admin qualifications they have or what experience that qualifies them for the job, or even who appointed them.

Send data to us about what you find out. Different people have been told quite contradictory things by the same CMO missionaire (Nancy Nelson). If you think you might get into trouble, then get the answers to your questions put in writing, or tape record the interview. Whatever wild stories you hear, ask for physical universe evidence that proves them. Just because some senior CMO person says the international stats are rocketing doesn’t prove they are. Look around at what Scientologists in your own area are doing. That will tell you how the stats are doing.
