The Underground Bunker has learned that a California state agency has been investigating and methodically charging numerous Scientologists and others who were allegedly involved in a scam to defraud Medi-Cal with bogus claims at a drug rehab center in the working class Los Angeles suburb of Compton.

On October 23 charges were filed against Hanan Islam, 56, who in 2004 founded “American Health and Education Clinics,” an entity that was actually run out of the World Literacy Crusade, a well known Scientology front where she was executive director. She has pleaded not guilty to four felony counts, which include grand theft larceny, insurance fraud, Medi-Cal fraud, and failure to file a tax return.

We sent an email to Ms. Islam and left a message for her at World Literacy Crusade, but have not received a reply.

Three of Ms. Islam’s ten children were also charged with felonies. Zakiyyah Islam, 36, pleaded not guilty to charges of grand theft larceny, insurance fraud, and Medi-Cal fraud. Nimat Islam, 39, and Ronnie Islam, 25, pleaded not guilty to insurance fraud and Medi-Cal fraud.

All three were identified as counselors at the rehab clinic in online listings. Other clinic counselors charged recently in the scam include Bayon Beverly Washington, 42, and George Edward Newby III, 43, who each pleaded not guilty to insurance fraud and Medi-Cal fraud.

Those charges come more than a year after the first arrests in the investigation were made of three educators from the Compton Unified School District, who lost their jobs as a result.

Rudy Washington was principal of Chavez Continuation High School. Jesse L. Jones was principal of Centennial High School. And Keith Donerson was coach of the legendary Dons, the football team at Manuel Dominguez High School. When each were charged with Medi-Cal fraud in early October last year they were put on administrative leave, then were later fired.

According to Los Angeles County Superior Court records, the charges against Rudy Washington were either dismissed or not prosecuted, while Jones and Donerson were allowed to plead guilty to lesser charges.

The three educators allegedly supplied high school students to the clinic at the World Literacy Crusade, where Medi-Cal claims were submitted for drug rehab treatment, even though the football players and other students didn’t have addiction problems and were put through Scientology drills rather than drug counseling. The students themselves reportedly had no idea they were part of an insurance fraud scheme.

The fraudulent activity occurred between 2010 and 2013, according to Hanan Islam’s charging papers. In March 2014, the state’s Bureau of Medi-Cal Fraud and Elder Abuse, a part of the state’s Department of Justice under Attorney General Kamala Harris, raided World Literacy Crusade and seized documents, which eventually led to the arrests and criminal charges.

World Literacy Crusade was founded in 1993 by Alfreddie Johnson Jr., a Baptist minister who turned to Scientology in the wake of the L.A. riots and became one of Scientology’s most well known African-American figures. It was Johnson who was responsible for bringing musician Isaac Hayes into Scientology in the mid-1990s, and a decade later connected Nation of Islam leader Minister Louis Farrakhan with Scientology in what has become an ongoing and bizarre melding of the two groups.

Johnson not only founded World Literacy Crusade but with Hanan Islam also co-founded American Health and Education Clinics, the entity delivering the Scientology drug rehab program. Hanan Islam has worked for years with Johnson, and they are the parents of Islam’s youngest child, Ronnie, who is better known as Rizza Islam.

But even with the arrests and criminal charges against Hanan Islam, her children, the Compton educators, and other “counselors” at the clinic he co-founded, Alfreddie Johnson himself has not been arrested or charged with a crime.

We left a message for Rev. Johnson at World Literacy Crusade but did not receive a reply.

Alfreddie Johnson, Hanan Islam, and the World Literacy Crusade have a long and colorful history. In 2005, a year after the founding of American Health and Education Clinics, it was visited by a county commission concerned that children from a group home were being sent there for classes. The children had to endure a 3.5-hour round trip of travel time to get to the clinic, and what the commissioners found there appalled them. “One of the class brochures describes a drug and alcohol rehabilitation and detoxification program, but none of the resident children have those problems…Commissioners attended class with the residents and discovered that not only was the program not drug/alcohol related, but all the books, study materials and wall posters were pertaining to L. Ron Hubbard’s Scientology.” After that visit, the group home was told to stop sending children to the clinic.

“We use the Narconon program developed by L. Ron Hubbard,” World Literacy Crusade’s website stated on a now-defunct page that is preserved on the Internet Archive.

In 2007, Alfreddie Johnson was tossed out of a seat on the Lynwood City Council when more than 70 percent of voters chose to recall him (along with the mayor and two other council members) after the council had pushed a plan to level part of the town for a 70,000-seat NFL stadium. Hanan Islam had run Johnson’s election campaign.

In 2008, the Los Angeles Times reported that the World Literacy Crusade office in Compton was the scene of a near riot as it turned out that the $1,500 vouchers it was selling for Section 8 housing turned out to be fakes.

In 2012, Hanan Islam and Alfreddie Johnson were featured in a series of stories in the Tampa Bay Times which described how they flew to Florida and took over a struggling charter school, imposed Scientology teaching methods over the objections of parents and some teachers (who were fired), diverted large amounts of the school’s state money to the World Literacy Crusade, and left town after riding the charter school into the ground.

“Calling herself ‘Dr. Hanan,’ Islam…said she was a naturopathic physician with two doctorates and a master’s degree from Rochville University and the Eden Institute. Rochville is an online school the Washington Post called ‘a diploma mill.’ No university named ‘Eden Institute’ could be found by the Times,” wrote Tampa Bay Times reporter Drew Harwell, who is now with the Washington Post.

Meanwhile, back in Los Angeles, American Health and Education was taking in more money than ever in Medi-Cal claims. Its total payments in taxpayer money for 2012 topped $1 million.

Then, in the summer of 2013, all hell broke loose for drug rehabs in California as a CNN and Center for Investigative Reporting (CIR) project found widespread abuse of the Medi-Cal system. In the wake of that investigation, California regulators shut off funds to dozens of rehab networks while taking a closer look at them. One of the clinics affected was American Health and Education Clinics at the World Literacy Crusade.

CIR reported that the hiatus gave state regulators time to look into rehab operators, some of whom had criminal pasts. One of them was Hanan Islam.

“Throughout her decadelong tenure at American Health and Education Clinics, authorities seemed to take no note of her criminal history. In the mid-’90s, she had pleaded guilty to a federal charge of providing a fake name on a passport application. She also had been convicted of grand theft for forging a $29,000 check,” CIR’s Christina Jewett and Will Evans reported.

Hanan Islam and Alfreddie Johnson reacted to the cutoff of Medi-Cal money by going public. We reported at the time, in September 2013, that they tried to rally support for a trip to Sacramento to rattle legislators.

Hanan Islam wrote an appeal to drum up support for the trip that was posted to Facebook. “Two vans full of supporters will be coming. We need political muscle, our clergy reps, community activists, parents, educators and anyone else who cares about the future of our youth to show up to initiate query into why so many black agencies are being Shut down and treated as criminals prior to any wrong doing being proven?…We take our job seriously. We only exist to serve and unfortunately the 500 youth we have been servicing are suffering…Where are these babies supposed to go?”

Their appeal apparently fell on deaf ears.

Four months later, a Seattle Seahawks cornerback became a sensation after the interview he gave to Fox Sports’ Erin Andrews. Richard Sherman had made a key play blocking a pass to preserve the Seahawks’ win in the January 19 NFC Championship game, but he felt he had been disrespected by 49ers receiver Michael Crabtree. He ranted about it in a way that viewers thought he was telling off Andrews. Overnight, Sherman became the most controversial athlete in the country — a supremely talented and intelligent player who some were calling a “thug” for his behavior, which enraged him.

In the media storm that resulted from the incident, Sherman’s former high school coach, Keith Donerson, calmly responded to a wave of interview requests.

Donerson had started coaching at Manuel Dominguez High School as an assistant in 1986. It was perhaps inevitable that he would eventually become head coach at the legendary football program, because the man who had built up the program to a national powerhouse was Keith’s father, Willie Donerson. The elder Donerson retired after winning a CIF state championship in 1996, and his son took over. But then in 2001 Willie came back and the father-son duo coached together until 2005, when Willie retired again. Sherman was a player on the 2005 father-son coached team.

When the controversy over Sherman’s interview erupted, Keith Donerson had led the Dons to another first place finish, followed by a second-round loss in CIF regional playoffs. But now all anyone wanted to talk about was Sherman and his Fox interview. “This is crazy,” Donerson told the Orange County Register. “I can’t believe it’s gotten this big.”

Two months later, the World Literacy Crusade was raided. At American Health and Education Clinics, Keith Donerson was listed as a counselor, and he is registered online with a National Provider Identifier number, which is used for making insurance claims.

On October 14, 2014 the Los Angeles Times ran a brief item which said that Donerson had been placed on administrative leave by the school. No reason was given. At the time Donerson was put on leave, the Dons had played six games of their 10-game regular schedule, with a 4-2 record. The Times never followed up on why Donerson was put on leave, and didn’t report later that Donerson was fired in January. On May 8, he pleaded guilty to a conflict of interest charge, and the count of Medi-Cal fraud was dismissed.

On August 10, 2015, the IRS revoked the tax exempt status of the World Literacy Crusade for failing to submit tax forms for three consecutive years.

Two months later, state agents began arresting and charging the counselors and other officials at Hanan Islam’s clinic.

One legal observer tells us the state appears to be building its case from the ground up, arresting peripheral or lower-level participants and hoping that they’ll cooperate to go after the bigger fish. Now, Hanan Islam, co-founder of the clinic, is facing four serious felonies.

But Rev. Alfreddie Johnson, the flashy Scientology figure and friend to Tom Cruise and Louis Farrakhan, has been unaffected. He has not been arrested or charged.

Scientology’s drug rehab network, Narconon, has been mired in controversy over the last four years following several patient deaths and dozens of lawsuits resulting from those deaths, as well as for Narconon’s deceptive business practices. Founded in 1966 by an Arizona prison inmate, Narconon is a network of rehab centers that are licensed through Scientology’s Association for Better Living and Education (ABLE).

Like at Hanan Islam’s clinic, Scientology’s Narconon centers promise drug addiction counseling but actually deliver something else — Scientology courses that are identical to what church members experience. We have reported on several attorneys around the country, such as Indiana’s Jonathan Little, who have seized on that essential deception in Narconon advertising and the contracts it asks patients to sign.

But this is the first time that we’ve seen criminal charges leveled at Scientologists for that deceptive practice. The difference this time is that Hanan Islam’s clinic was heavily involved in insurance claims paid with taxpayer money.

World Literacy Crusade claimed to have “Narconon-trained’ staff to deliver the rehab program, which, like in Scientology’s clinics, meant that patients are put through a grueling regimen, with up to five hours spent in a sauna each day for a month, and increasing doses of vitamins, up to 5,000 mg of niacin each day. Like other Narconon clinics, WLC claimed an unrealistic success rate — 78 percent — when legitimate rehabs say a good rate is about 25 percent.

Except for the references to L. Ron Hubbard buried on their website, World Literacy Crusade, like other Scientology fronts, was not always open about its connections to the church.

In this video, posted to YouTube in 2012, Hanan Islam describes the drug rehab program. Many of the Hubbard buzzwords are there, such as “restimulate” and “cognitions.” But she never actually uses the words Scientology or Narconon.

 

 
But Narconon experts tell us that despite Islam’s careful avoidance of those words, there’s little doubt that she was using Narconon materials and processes with Scientology’s knowledge and approval.

“Narconon wants nothing to do with government access to its records, so they never apply for grants or accept government funds or Medicaid for payment,” one expert Narconon researcher tells us. “But I have no doubt that these programs were contracted with Narconon and approved by ABLE to apply the Narconon ‘tech,’ and to pay a 10 percent cut of the fees.”

We see nothing in the charging papers for Hanan Islam and her clinic co-workers that would suggest that the state’s investigation will reach into Scientology itself or its Narconon program. But we’ve left a message with Deputy Attorney General Vincent N. Bonotto, who is handling the case at this point, and we’ll update this post if we hear from him.

    It always takes my breath away–until I remind myself that these are Scientologists!
    That they are so benighted that they’re clueless as to normal human behaviors and espousing their beliefs regarding their own supremacy above all others.
    I’ve the impression that the Johnson/Islam clan spends nearly all their waking hours thinking up myriad ways of scamming and stealing–from anybody. Clearly, they believe themselves justified doing so; just because they can and because people deserve to lose their money if they can’t protect it.
    Honesty and faith have no place in the clan’s world-view.
    They are ever so ‘intelligent’ that they can get away with all of these scams due to the stupidity of the public at large, failing to note that they’re caught at it nearly every time! They haven’t noticed that eventually they will be called to account; it is merely the slow, slow hand of justice that finally brings them to heel.

      Just to cloud the issue with facts, the majority of scientologists are not criminals. I would say scientology attracts more than the usual % of criminals you will find in any large group. This is because they have built in networks and legal cover under a fake cross.

      I can tell you that All the ones I knew that were in this criminal band were not scientologists. They said they were, they took courses, some did auditing. But the weren’t scientologists. They loathed scientology, they loathed scientologists, above their normal levels of loathing humanity in general I have heard many of them laugh, joke, taunt about it when they thought anyone who might care was in ear shot. They knew they would get legal cover, they knew how to exploit members, they knew how to network for their own needs. They were generally disliked by scientologists around them.

      Oh, and most scientologists bolt for the doors the moment they see what a criminal and abusive organization scientology really is. Sorry, but it’ just not true that all scientologists are criminals. That’s like saying all Catholics are pedophiles because of some priests. I despise the crooks and scammers and the sociopaths that hide inside this cult’s web as much, and probably more, than you do, but let’s not start a smear campaign and just stick with the facts.

He was referring to last year’s random gift I got of a water color paint sent—with the note that I needed a new hobby and the sender wanted me to paint them flowers.         When you’re on lines, really actively in, it doesn’t seem that way until you’re out. But this manifestation via the front groups – it has progressed to a full blown racist and criminal element far beyond their initial purposes.         We had a little orange bunny who lived mostly in the house until he nibbled through all the electric cords in the living room and electrocuted my son. Then we moved him outside to his bunny mansion (the bunny, not my son). He was so cool. I had a vintage bicycle with a basket on the front and he would ride around town with me scaring old people with his adorableness.

          I was petting him once and noticed his whiskers were short. I finally wrapped all the cords in a hose. A pain in the ass but it worked. Riding around in a bicycle basket would melt me.

            I was never able to control the cord biting. I bought a hose and wrapped the cords in them. It depended on the rabbit the damage they do. I found males more aggressive and did more damage. I think you definitely need a cage. Yes you can leave them in a cage with plenty of H2O. and food. They are messy creatures and a bit of work. It takes a lot of time to train them. They also need a lot of handling to calm them. If they don’t chew, you will have to get their teeth cut. I always put an old cord and wood in the cage, but they still chewed other places.

              Just an fyi Chee, you should *never* put an old cord in the cage with them. One, it’s not healthy for them to eat that stuff and two, it’s kinda like giving your dog an old shoe to chew on but then expecting them *not* to chew on your $1000 pair of Jimmy Choos…animals do not know the difference between new/old, expensive/cheap. It’s just letting them know that it’s okay to chew on that particular item.

              Frodis is right. My old cord was stripped. Not good for them. Also I gave my bunnies a laxative that prevented hair balls. Learn all you can before buying, because they do take special handling. I am sorry for the misinformation I haven’t had one in 15 yrs.

              We go to a nature reserve place in Wisconsin every summer and they always have adorable baby bunnies for sale. If it wasn’t a 6 hour ride back to Chicago, I may have bought one by now.
              Just as well we didn’t….. We don’t have a great track record with pets other than dogs!

              Dogs and rabbits probably shouldn’t live in the same household unless you are vigilent about keeping them apart. I had them in 2 different spaces. I tried to get them together but the bunny shook and the dog seemed a little too interested. They were more work than dogs.

            Daisy mentioned wrapping them in hose. That is an excellent idea. They also sell various types of cord wrap online that you can use. I had rats (pet) and they would do the same thing. It gets annoying to say the least.

              I draw the line at rats….and mice….and any of their beady eyed relatives.
              Though we’ve had several hamsters and they were ok. They always managed to escape no matter what type of cage we had. One actually lived in our basement for 6 months before we caught him again. Doesn’t say much for my housekeeping skills as he didn’t starve.
              Then we had a hamster my son decided to take outside for some fresh air …he put the hamster in the pocket of his shorts. Lo and behold the hamster escaped from that too. My son was so upset, but I managed to convince him that it was possible for a hamster to survive in the ‘wild’ (our backyard).
              I’d like to say I learned my lesson and never bought another hamster, but we went through several more.
              I believe rabbits have a longer life span and its bad enough I’m the only one who walks the dog….
              They are awfully cute though….. We have several rabbits who live in our yard. They are ‘city rabbits’ ……not what I would call fluffy. They love to tormet the dog by waiting until she gets about two feet from them, then they take off. Poor Eloise has never caught a rabbit, but she tries!

              That is interesting…hamsters are known biters and just don’t seem to be very social. I get that the eyes freak you out. With me, it was the tail that creeped me out. Rats are extremely smart and you can train them just like a dog believe it or not. Mine all would come when called and knew their names.
              I had one bunny, but I was like 2-3 years old so my mom did the work. I do know like most pets they do need time and socialization, etc. Def do your research…the info that is online is pretty amazing. I had guinea pigs for years….when I got online and started reading stuff I found out that most things I had learned in books (sold at pet stores for mainstream) and from pet stores was totally and completely *wrong*. Look for like rabbit clubs/association of America (or your country-can’t remember where you are!).

              I noted that your daughter came out and snuggled with you. Welcome to the teenage years, when everything is a crisis – for about 15 minutes, unless they’ve got their friends egging them on.

              What I told my oldest once when he’d done something stupid and had a bit of an attitude about it (that usually comes when they get older) was that my job was to keep him alive. I think he expected for me to say for him to turn out to be a great, successful person, get good grades, etc.

              I wasn’t setting the bar low, but, particularly with the way that the teenage hormones and emotions are so intense, and some of the decisions they make, I wanted to let him know that it could be a dangerous time.

              My opinion is that part of being a teenager is separating themselves from their parents and developing their own identity. I believe that part of that is to let kids take more responsibility for their own lives and face the consequences of their actions by letting them deal with disappointments. I don’t mean to be unsympathetic, but to support them and let them work through their emotions.

              I felt that, as a parent, I constantly had to make a judgement whether or not to let my kid face the consequences of their actions. As a small child, we have to protect them all the time. As they get older, they have to learn to handle more an more of the results of their actions. They fall or fail, they learn not to do something dumb.

              That affluenza kid had his parents doing everything for him and cushioning all the shocks he might face and probably blamed his teachers when he got a low grade.

              Mommy’s trying to make everything nice for the kid. He doesn’t take any consequences seriously, because he’s never had to face any. She just made things worse for him – and herself. Thank goodness you’re not her, and your daughter isn’t (I’m willing to bet) anything like that young adult.

I don’t think his parents are that sophisticated to cover their tracks, especially with a spoiled kid who might call his buddies. It’s mommy and kid, so that will be easier to find them than if he was by himself.

              If he doesn’t show up by his next birthday, the DA is prepared to move the case to adult court, where anything he does or has done will be treated much more severely. Right now, all he has against him is violation of probation, which, I don’t know if it will get him extradited. On the other hand, any country he’s in may decide that he’s an undesirable and kick him out.

              In the case he’s kicked out of a foreign country, the U.S. may be ready to grab his ass.

Also check out craigslist etc…esp as you get closer to show as things come up and people want to try and get cash for the tickets they can’t use. It’s not 100% but it usually will pay off.

      I was a fairly dramatic kid. The day I took it too far, and put my stoic Scandinavian Mom into tears, made me back up – and has stayed in my memory for decades. You tried, rather than dismissed out right. She will come to terms with it. Tears dry up. Kid’s are amazing in how much they live in the present. When she comes out of her room (figuratively) hug her – commiserate the sense of ‘loss’ – and find something to invoke giggles.

      I am just in the beginning of the third week without my Mom. Her spirit, which I miss deeply, is so present in my mind – but in the contemporary sense (I moved back 1.5 yrs ago – ostensibly to write). But when I stumble into long past memories, I find great comfort.

      What your daughter will hold onto – long in the future – isn’t that she didn’t get to see Adele – it will be your commiseration in the disappointment (that can only happen after she gets past the dramatic moment of ‘my life is changed forever because x didn’t happen’ sort of emotions), and comfort – and the perspective given (life lessons).

      So sorry that you are in the throes of girl ‘end of the world’ level of emotions in the moment of disappointment. Wishing you patience.

      There are so many disappointed people over this one. Keep checking the ticket site (no aftermarket sellers) right up to hours before the show. I missed out on Clapton tickets in 2014 because they sold out in 5 minutes (small venue/God). I happened to check Ticketmaster the night before the concert and a block of fabulous tickets had been released back to TM. They were on sale at the regular price, not reseller rates.

It’s an implosion wave heading toward him from all directions. What does being declared suppressive or disconnection compare to going to jail?

    Some, only some of the Scientologists now in will wake up. They will be proactive. Perhaps they already are. Can DM be sure his whales and reges and Sea Org members are not, as I write, making depositions in secure FBI facilities or wearing wires?

      A stark example of this is Remy PETIT who was just volunteering for OSA and probably didn’t realise that stealing mail from a nasty horrible “psych” is, well, stealing.     I posted a picture of my cute little dog Coco..(f5) and she bit my leg not long ago.. It was my fault because I got between her and my other doggy Izzy..I have had dogs all my life.. and never had a problem. Not one.

    I was holding Izzy in my arms on Tues night and Coco jumped up to get Izzy.. but Got MY hand instead. I felt like I had gotten cut by a Box cutter. Nothing has ever hurt that bad. I had to put my head between my legs to keep my passing out. I had an Anxiety attack and couldn’t catch my breath.. Blood everywhere..

    I threw up.. and I should have gone to the hospital for stitches.. but hubby had to work at 6am and didn’t want him to take me to hospital/ walk in clinic ..blah, blah..

    Ran the next day.. Infection had set in bad.. ( yes cleaned it, put neosporin (sp) on it.. and bandaged it. Had a fever and my hand felt like I had 1,000 wasps in it. Given a Tetnus shot.. and Heavy duty antibiotics.. Next day worse.. IV Drip with Antibiotics and clean dressing.. Tomorrow I go again. I am in so much pain..

    And I am Heartbroken.. Coco was given to a rescue group who does evaluations.. They know her history. Izzy triggered it both times.. So they are 100% caught up.. I drove with my friend 3 hrs one way to drop her off and was sobbing the entire way.. Just heartbroken.

    Dr. had to notify the Health Department because of the dog Bite.. and I had to be interviewed and showed her shot records etc.

    So that is why I haven’t been around. And as Tony said..” I sure supply the Drama, Eh?”

    HBO is showing “Going Clear” during prime time hours again. Each time I watch it, another layer of shame and regret seems to slough off. I am so grateful to the brave folks who testified and to the director and producer and crew and to HBO. I am so glad that I was able to get away with my family intact. Viewing this is timely as a strange thing happened this week. A Scientology organization called my son’s girlfriend on her cell phone, trying to track me down. They told her that I had requested that I be removed from their mailing list and they wanted to talk to me to make sure I wasn’t receiving mail. How they got her cell phone number is a mystery. How they knew that this girl was somehow connected to my family is really concerning. I’m surprised that my instant reaction was alarm and fear. Scientology should have no power over me, but I see that it still does. watching the movie again has helped.

    The fact that the Church of Scientology is suspected of spying on their adherents, became known in October. Investigators believe that the representatives of the Church could use the audio and video recordings of conversations with parishioners to their blackmail.

    Note that part of the Scientology materials deemed extremist in Russia. Scientology is an international movement that was founded by the American science fiction writer Ron Hubbard and is a compilation of okoloreligioznyh (?) and pseudo-scientific ideas.

    One huge mistake that DM/scn’ers did was to recruit public education figures for their MedCall fraud.

    DM is obsessed about getting involved in the public education world, especially here in California where his narconon drug education fraud foundered upon being investigated by the California Dept. of Ed in 2004-5. (The multi-page finding is on the California Department of Ed web-site…. punch in “narconon.”) We have quietly blocked other narconon drug education attempts in the years that have followed (world-wide), including in Aug. of 2015 where a naive deputy tried to get narconon drug education (under another name) as part of the Santa Clarita Sheriffs’ Office outreach program to kids.

    Obsession leads to stupid risks.

    I cannot wait until the whole lethal narconon fraud is gone but these arrests are a good way to end 2015.

    One does not mess with MediCal fraud or kids in this state without serious consequences. And I am sure that the arrestee’s sang like birds for reduced charges. Just so long as we keep them away from the kids. Compton has enough challenges….. it does not need scn/narconon.
