Narconon International and its president, Clark Carr, had left the building so suddenly, there were documents lying around, a softball bat, magazines, and other things that Ebner took pictures of or scooped up and mailed us.
We were surprised, but we also told you that we had been hearing from one of our best sources that Narconon International, the umbrella group that oversees Scientology’s drug rehab clinics, was in trouble and was going to be dismantled. And now, here was some proof of it.
Narconon International’s address is now a mail drop in another Los Angeles building, and there’s been no sign of Carr for weeks, even as the network’s latest attempt to open a new facility has run into a snag in Ontario, Canada.
We heard from a Canadian journalist this week who said he used to be able to get ahold of Carr when he had questions about the new project, but now, he’s getting no responses.
What’s going on? Based on what our source told us, we think the Narconon network has been taken over by another Scientology umbrella group, the Association for Better Living and Education (ABLE), and Narconon International has become an entity in name only and may exist from now on only as a defendant in numerous lawsuits. Clark Carr may have become the latest Scientology executive to simply be disappeared.
There’s plenty of precedence for it.
We’ve told you before about some of Scientology’s other “disappeared.” The president of ABLE itself, for example, is a woman named Rena Weinberg. Although you can still find references to her at ABLE’s website, the South African woman hasn’t been seen in public for about nine years. In 2006-2007, when Mike Rinder was in “The Hole,” Scientology’s notorious office-prison for fallen executives, he says that Weinberg was one of the other prisoners. She still hasn’t been seen since then.
We’ve also written about Barbara Ruiz, a woman who ran the famous Writers of the Future science fiction contest while she was an executive at Author Services Inc., the L. Ron Hubbard literary agency. She was disappeared some time after 2004, after she had been spotted helping to run things at The Hole.
Another person who spent years in The Hole, according to multiple eyewitnesses, was the president of the Church of Scientology, a man name Heber Jentzch. Heber at one time had been the face of the movement, and had good relationships with numerous journalists who could count on him to deliver Scientology’s versions of things. (“President” was more of a public relations role than one of real power in the organization.) But since 2004, he’s only been trotted out once, for the funeral of his son, and even then we only got a single blurry photograph of him. He told his older brother, David, “I’ll never get out of here alive.”
And the most famous of the disappeared Scientology executives, of course, is the wife of the church’s leader. Shelly Miscavige vanished in 2005, and has only been seen one time since then when she was let out for a couple of days to attend the funeral of her father in the summer of 2007. For the past nine years, she’s been held out of sight at a small mountain compound near Lake Arrowhead, California.
Has Clark Carr joined the ranks of the disappeared? If so, he won’t stay there. Narconon International is named in dozens of lawsuits across the country as the drug rehab network continues to be a target for litigation. Many of those cases were held up recently as Las Vegas attorney Ryan Hamilton attempted, and failed, to have them consolidated in a single court. But now, with those cases starting to move forward again, more than one attorney has told us they are looking forward to deposing Carr to find out what’s happened with Narconon International.
So let’s take a look at some more of the items that Clark Carr left behind in his hurry to abandon his offices and that was picked up by Mark Ebner for us.
We told you last time about a “Knowledge Report” that painted a disturbing picture about the problems a young woman experienced just a few months ago at Narconon Arrowhead, the network’s flagship facility in Oklahoma.
Here’s another series of Knowledge Reports written by a Narconon International executive who was complaining about one of her employees and what she had been wearing to work. Remarkably, the young woman’s responses are handwritten on each of the reports. It gives us a little slice of life inside this strange institution…

Amy —–The Cope Off NN I told me today that Selene —– was ARC X with me as I had threatened to write her up for nattering.
Last Thursday Bill O’Meara told me that Selene was ARC X with me in that I was suppressing Amy and her by telling them about the way they dressed.
I went to talk to Selene with the Cope Off NN I present. I asked Selene what had happened. She told me that Amy had told her that I was going to write her and Amy up for nattering and also about the way they were dressed. Selene said she was very enturbulated about the comm from Amy as she felt I had invalidated her and she feels she dresses very nice.
I told Selene that I NEVER told Amy that I was writing up Selene fo anything. What I did say to Amy is that if I heard that Amy was nattering to Selene I would write HER up Amy altered my comm to worsen it creating enturbulation on Selene’s lines and an unnecessary ARC X with me.
I did tell Selene that some of her tops where to low exposing her boobs and that looked unprofessional and that is the only outpoint I saw with Selene’s dress. Otherwise, Selene always dresses very nice which I told her.
I discussed with Selene the importance of our image and it’s relationship to income as well as the OL lines we are now on. Selene said she understood and agrees with the importance.
I asked Selene that if at anytime she was ARC X with me, to come and talk to me. I also said if I wanted to communicate something to her about her dress, actions or whatever, I certainly would not discuss it with Amy and in fact take it up with Selene herself.
I have tried on several occasions to work with Amy with no results. In truth — with evidence — she continues to violate the dress code, natters and lies — causing enturbulation and dev-t for many staff members trying to handle problems she creates.

She was also wearing black flip flops. Both of these are violations of the NN I dress code, attached.

We asked one of our best Narconon sources to explain this series of documents: “Teddy Chambers was the community relations person at Narconon International. She organized events and did other stuff, so she was always concerned with the image of the organization. Narconon Int hired a handful of local people who were not Scientologists, including Amy and Selene. They were younger and tolerated a lot of shit concerning the Scientology stuff like hats, KRs, stats, conditions, etc. Apparently Teddy had an issue with Amy not dressing as professional as she would have liked!”

In this document left behind by Carr, the duties of a president at a rehab facility are laid out in detail. This is mostly a PR post, with the duty to spread the word of L. Ron Hubbard’s genius to the world…
“Narconon’s goal is a world free from the scourge of drug and alcohol abuse, where children can grow up free to achieve their best without drugs destroying their lives. This is brought about through the broad dissemination, acceptance and utilization of L. Ron Hubbard’s drug rehabilitation technology….The President NN works directly with opinion leaders, celebrities and the media to bring about overwhelming public support or LRH drug rehab and prevention tech in their area and zone of responsibility.”
And we learn how a president is judged: “The statistics of the President NN are External Profitable Images as well as Unprofitable Images Found and Handled…Another sub-stat is Number of Drug Prevention Lectures or Services Delivered Worldwide.”
So keep that in mind when you see the relentless work by people pushing their “Drug-Free World” seminars on local schools, or Narconon gladhanding politicians in your area — they’re doing it for the weekly stats, and can’t rest for a moment.

In 2004, Narconon was under serious attack in California as a series of articles by Nanette Asimov in the San Francisco Chronicle motivated the state’s school system to review whether it should be allowing school presentations about the Scientology’s anti-drug ideas. (Ultimately, the state recommended that schools not use Narconon material.)
In this document, Clark Carr (with references to Rena Weinberg) comes up with an action plan to fight Narconon’s critics, including a plan to influence the governor (with the help of Weinberg) and his wife with the help of celebrities Kirstie Alley and Anne Archer…
