It is. However, sometimes situations arise which the legislator never imagined (a the people who wrote the 2nd amendment never imagined that an organisation like Scientology would claim to be a reigion).

Then, the intent of the law ha to be interpreted by the judiciary. This creates case law, which should reinforce the will of the legislation in unforseen circumstances.

The law is far from perfect – but it’ the best instrument we have for this purpose.
