They will need permits from the city to do all this work. They will need to submit a master plan to the building department and I have no idea which county Holy City is in but this is not going to be an easy or over night task…and major safety concern as well if everything you have mentioned is true. What about an environmental study and earthquake fault study etc etc. The Santa Cruz Mtns. have faults running through them so …. idk the Duggans must have considered all these issues before buying such a massive piece of land.
