Hubbard set up a system where there was one person in charge of every major division on the org board. They would be in charge of that area personally, internationally. If there were changes that were to be made, these seven high ranking officers would have an executive council of some sort and compare policy and decide on the greatest good on what the outcome should be.

For example:

Ken Urquhart CS-7 for L. RON HUBBARD Founder – He was over the Executive Division – legal, estates, planning, etc.
In 1969, Lt. Cmdr. Diana Hubbard CS-1 – in this position, she was over Division One, Hubbard Communications Division – Ethics officers, reception and routing of communication, etc.
Tony Dunleavy CS-2 – In charge of Division 2, Dissemination Division – in charge of Central Files, promoting to existing public, registration of existing public, keeping stats.
Lt. Vicki Polimeni CS-3 – Treasury Division – In charge of income, disbursements, etc.
Lt. Cmdr. Joan Robertson CS-4 (Is this Bill Robertson’s wife?) – in charge of the Technical Division – Auditing, Case Supervising, Folder administration, etc.
Irene Dunleavy CS-5 – Qualifications Division – Staff training, correction of auditors, etc.
Lt. Cmdr. Diana Hubbard CS-6 – (She must have been double hatted) – in charge of all dissemination WW, public courses, intro auditing, Field Staff Members, Chaplians, etc.

Plus, the watchdog committee, that kept an eye on everything, over all, so the “tech” stayed pure and everything was going along as it should. There was a lot of expansion going on while this system was in place.

I think that most of these people are out or dead, aren’t they? Diana might be the only one, still-in. Anybody know?

Anyway, this is the way Ron set it up originally and it was workable. As a matter of fact, the thing that finally made me decide that I was never going back is when I found out that NONE of these positions where any longer in force or being held by anyone and that the only people you could report to were RTC. And I knew that they were too close to the top to do anything about anyone.

I thought that staying in was the only way to change it because you lost your power to be heard if you went out. Well, you aren’t heard in the church anyway. We have more of a chance of being heard (or read) here on Tony’s blog or Mike Rinder’s.

So there you go. This was the way Ron set it up before he worried about being put in jail, etc.
