Compare Hubbard’s PR Series to the text he cites, Effective Public Relations. Plainly the PR Series is mostly Hubbard’s own ideas. Even something so basic as the textbook definition of PR, “‘Good Works Well Publicized,” he couldn’t let stand in someone else’s words. So he made it “Effective cause well demonstrated,” whatever that means, explaining only that the textbook definition “couldn’t be further from the truth.” (BPL 12 July 1976, reissued as HCO PL 23 March 1982, PR Series 28R, “A REFINED DEFINITION OF PR”)

L. Ron Hubbard’s PR Series begins with HCO POLICY LETTER OF 13 AUGUST 1970. Flipping through the PR Series, it is plain that the contents are 90% Hubbard, with maybe at most 10% drawn from a variety other sources. Although he references the text Effective Public Relations by Cutlip and Center, Hubbard as usual considers his own ideas far superior to the so-called “experts.” For example, Madison Avenue experts don’t deal in “Black PR,” while Hubbard puts “White” and “Black” on equal footing (HCO POLICY LETTER OF 7 AUGUST 1972 REVISED, “PR AND CAUSATION”).

For the LRH PPROs, the biggest handicaps were (1) the duty to defend the indefensible, and (2) working for a man who thought he knew best on every subject and continually ordered lamebrained publicity stunts and boneheaded handlings. For example, Hubbard sought to ingratiate himself with internal security officials in Greece and Morocco, offering to help them with his e-meter tech for purging dissidents. He liked to present himself as someone with intelligence connections in order to make an impression on harbormasters, local dignitaries, and captains of passing US Navy vessels. With farfetched shore stories, peculiar anxiety about local subversives and Communists, no plausible business purpose, constant comings and goings of couriers, and a military looking crew, it is little wonder that the Apollo was suspected of CIA connections. Hubbard then goes strutting about on shore in faux military dress in a swarm of aides and messengers. He produces a concert so the locals will think the Apollo is merely an ordinary everyday shipful of harmless itinerant musicians traveling the seas to bring good cheer and dispense free entertainment. Laurel Sullivan Watson couldn’t save this situation if she was the world’s greatest PR genius.
