I’m with you MIchael. The dox for how Guardian/OSA agents are supposed to be hatted for covert ops make it clear that normal logic doesn’t always apply to their SOP. Deep cover and sleepers aren’t beyond their scope or training even if they’re unusual. Add that to their history and it’s believable.

I’m not saying 1 theory has to be right or the other has to be wrong. I just think trying to avoid paranoia can’t be used to pick 1 over the other. These guys don’t draw the line at what’s reasonable and their intel methods shouldn’t be dismissed even if their leader is a bad joke.
